My Dear Sir,
The plan which Gen Turchin and Judge Bell will lay before you for the organization of forces for emergencies that are liable to occur at any moment, seems to be adapted to present needs. I know not whether existing laws are such as that the plan can be made to work under them. If not, it possibly might be so modified as not to conflict with their requirements. In any event, I do not entertain a doubt but that the present threatening aspect of affairs imperatively demands such action on the part of our authorities as will allay popular apprehension and overcome those who contemplate violence.
