His Excellency Gov. Yates.

Honored Sir;

I think it my duty to put you on your guard concerning a projected uprising in Illinois by the Sons of Liberty so-called, with a design to seize the State Arsenal and arms. Information has come to my ears within a few days which convinces me there is a plot on foot in this state and my own state, Illinois, to seize the State Arsenals, get possession of the arms and control the election. In some portions of Illinois they are purchasing arms and amunition largely, distributing them & getting all things in readiness. They are also doing so in this state now. The rising is to be simultaneous. Would it not be well to issue an order forbidding the selling of arms and amunition only under certain restrictions? I know trouble is ahead. "To be forwarned is to be forearmed." Excuse me for presuming upon your attention. You will recognize my name. I am, Gov. Your loyal fellow-citizen and fellow-laborer for the suffering. A. H.
