Sir:
I have the honor respectfully to ask an appointment as 1st Lt and Adjt of the Regiment called for in the letter of Major General Rosecrans dated Aug 11th 1864.
I have been in the service two years, was with my regiment until May 28th/63, when I received a detail as clerk at these Head Quarters in which capacity I am now serving.

Most respectfully forwarded to Genl Fuller & Cordially approved - Frey is a most Excellent young man, of ability & worth. He is specially well qualified for the Adjutansy of a Regt. his duties for a long time having perfected his Knowledge of the office duties of an adjutant.
I can ill spare him from my office - but I do not feel at liberty to refuse to assist in the promotion so worthy a young man

Respectfully forwarded to Col. Fuller. Adjutant General of Illinois, will the recommendation that Fry recieve the Adjutancy of the Regiment.
He is a young man of great energy, first class attainments, & unusual talent and will certainly make his mark, besides his intimate acquaintance with the duties of the office will be of great value in the organization of the Regt
