I see it states that there is needed a regiment of volunteers for one year to guard the Military River at Alton. If such is the case & I could get the Commission I am quite confident I could raise a Regiment in a very short time if the place is not disposed of I should like it. Can come well recommended. I was once a citizen of Decatur. Am known by all the old citizens among which are Maj Gen RJ Oglesby BH Cassell & many others. should like an early reply Truly yours
