Madam:
I have the honor to acknowledge the receipt of your letter dated May 24th addressed to his Excellency Governor Yates.
In reply I have the honor to inform you that the Governor has no right to grant discharges to soldiers mustered into U. S. service.
By order of the War Department, discharges can only be granted by the Medical Director of the Department in which the applicant is stationed and in cases when upon examination the applicant is found permanently unfit for duty.
