Sir:
I have the honor to acknowledge the receipt
of your communication of the 16th of April, relating to
the frequent appointment of officers to the Volunteer Forces
of your (this) State without them being assigned to any
Regiment or Company.
I beg to inform you in reply that in all cases where
appointments of this nature have been made, the appointee
has been specially notified, that no extra pay is attached
to the office, that is does not entitle him to the corresponding
rank in the U.S. or volunteer Army and that it is merely complimentary.
These appointments are usually made for the purpose of
making the appointee a member of the Governors Staff.
As I am not aware that appointments of this character
are conflicting with existing regulations, I desire to be
informed if the War Department disapproves of such
appointments for the purposes above stated.
