His Excellency
Hon A. Lincoln President
I desire most sincerely and earnestly to recommend to the post of Maj Genl, Brigadier General E.A. Carr. I saw him repeatedly during the campaign and especially at the battle of Thompson's Hill, and he displayed the highest abilities as a Commander and a soldier. He projects in a very high degree the confidence of the Army of the Mississippi. In making this recommendation I wish to be understood as doing it at my own instance (and at nobody else's) and with the sincere desire of promoting the best interests of the public [service?] Since the battle
to which I refer, all accounts give the greatest promise to General Carr in subsequent engagements. The Army and the Country, I am sure are looking confidently to the promotion of General Carr and I sincerely hope you will consider this application favorably.
Truly Your friend Richd Yates Governor
