Hon E M. Stanton Secretary of War:
Sir: I desire to call your attention to the enclosed documents. The contract for subsistence in this case was made with the express understanding that forty cents per day should be paid for each recruit. Lieut Hill the U.S. Disbursing Officer continues the order allowing but 30 cents per day as applying also to contracts made before the order was issued, and refuses in some cases even to pay more than twenty cents, which is an act of gross injustice. There is much dissatisfaction existing on account of the action of Lieut Hill and I would request that the Disbursing officer at this place, be instructed to [illegible] and
pay these accounts at the rate of forty cents per day.
Your early attention to this matter is especially requested.
