BANKING OFFICE OF S. S. PHELPS & CO.

Oquawka, Ill. Aug 20th 1861

Hon Richard Yates

Dear Sir

Having been so unfortunate as to lose my entire property through the hard times, I find it too humiliating to remain here where I have lived so long and I write to you in the hope that through your kindness I may receive the appointment to some office either in the Army or under Government. I would prefer in the Army a Paymasters or Commissary post. I have served as commissay of subsistence (in the Black Hawk War) and am a good judge of cattle horses &c having been in that

business many years. If you cannot give me a situation I will be under great obligations to you If you will recommend me to Prest Lincoln for some office.

You are sufficiently acquainted with my political record to not need any history from me

Hoping that you will be disposed to assist me and to hear from you soon I am

Yours &c S. S. Phelps
