To His Excellency,
Governor Yates,
Dear Sir:
Having heard that there is a vacancy in the office of Major in the 19th Regiment, I write to say a word in favor of Capt. Allard in connection with said vacancy or any similar vacancy that exists or may occur in said Regiment. So far as I am capable of judging he could perform the duties of such office, creditably & efficiently. He is undoubtedly brave and I believe will be cool & clear headed in the hour of danger. He has always taken more pride in Military matters than in anything else. He is untiring & determinedly persevering in his undertakings; and I have no doubt has all the intellectual as well as physical qualifications necessary to the proper performance of the duties of said office. I write to say these things to you, not so much from friendship for him as because I believe strongly that the public good would be advanced by his promotion to fill any such vacancy. I write thus on this subject without having received a letter or word from him concerning it. The report I learn of such a vacancy existing may only be a rumor without foundation & I refer to it now only as a report. Yours, Truly,
