Sir: I am unable to grant you permission to recruit for 4th Ark. Regt of Colored Vols in Illinois for the reason that the State cannot be credited for the men unless a majority of the companies are recruited in this State-this being the only principle, upon which, so far the War Dept have taken action-

I would hesitate for the further reason that a regiment has been authorized in this State and it would seem impolitic to recruit for Arkansas regt at same time. Very Resply Richd Yates Governor
