To the governor of the State of Illinois and to your exelency, Mr. Yeats,
We the undersigned citisens of Indiana understanding that George W. Liggans now confind in camp Douglas in the State of Illinois, and in hospitle Ward No. 3 was taken Prisoner in the State of Misourie in the year 1862 in the present war and knowing that he is willing to take the oath of Allegiance to the united States and is anxious to become a loyal citisen under the Presidents Proclimation we respectfully petition said govenor to order his Release upon condition that he take said oath November 7th 1864.
