To Allen C Fuller Adjutant General of the State of Illinois
The undersigned Citizens of the County of Stephenson and State of Illinois wold respectfully recommend to your favorable consideration Mr Addo Borcher for an appointment as commissioned officer of the Grade of Captain or first Lieutenant in any negro Company now being organized in the State and in case there is no opening in that due chose we wish you to use your influence to procure an appointment for him in some Colored infantry Regiment of the Grade of Captain or first Lieutenant Mr Borcher is well qualified for the position above indicated He has been in the service heretofore as Lieutenant and has been in battle in which he discharged his duty faithfully and well He is a true Union man and has much influence among the Germans of this County

Recommends the bearer Mr Addo Borchers of Stephenson Co. was once volunteered and served two years as a Lieutenant and is now drafted and wants to be commissioned. He is a worthy man and deserving of any favor you may bestow upon him &c.
