Dear Governor
Wm R Lockwood of this city wants a commission as Col of one of the Illinois Regiments. He would prefer the one which is being raised here.
He is a hale, vigorous man in the prime of life, of gallant bearing, with a good deal of military taste, and some military knowledge, and would, I think, make a good officer.
If there are any additional appointments of Colonels to be made you would, in my judgment, do well to give him a Commission. Truly yr friend
