Dear Sir:

                   To His Excellency,
                            Richard Yates,
                                 Gov. St. of Illinois:
            Dear Sir:  Accompanying please find a paper which I have prepared at your Excellency's request, communicated to me through your Secretary, Col. (Husibback?).  I offer it with diffidence, expecting, of course, that your Excellency will use such portions of it as may please, or reject the whole, if it be thought inappropriate. 
            I have made no reference in the paper to the subject of appropriations for this Office for the two years of my Administration, presuming that your Excellency would call attention to the subject in general terms in another part of your message.
            I beg to assure you of my

     P.S. I send you herewith my printed Circular of July 10th, 1863, on the subject of school loans.  Your Excellency will recollect that I made reference to this Circular in the Abstract of my Report which I sent you a few days ago. It was my intention to have Enclosed a copy of the Circular with the Abstract, but omitted to do so.
