Governor of Illinois
Sir:
I have the honor to acknowledge the receipt of Your Letter of the 15th inst, requesting that Gustavus A. Smith late colonel of the 35th Ills. Vols. be designated as recruiting Officer in Illinois for the First Corps. I have referred it to the Adjutant General of the United States Army, in connection with Mr. Smith's appointment as Colonel in the First Corps.
It would probably have been better had Mr. Smith also made application to the Adjutant General of the United States Army in accordance with the terms of the Circular [Wash.?] War Dept. Adjutant Generals Office December 1" 1864 giving the date therein required. Still I do not know that it will be insisted upon.
You would further oblige me by making a general application to the Secretary of War asking that the Officers
over
appointed for the First Corps from the State of Illinois be sent home to recruit.
And without having any authority in the premises so to state, I believe that should you consider it an important matter and make application to the Secr. of War to have the enlistments for the First Corps in Your State perfected there, it would be promptly acceded to.
