General Head Quarters, State of Illinois,
                    ADJUTANT GENERAL'S OFFICE.
                  Springfield, Ill., Dec 29. 1864

Dear Governor.

Will try and see you as requested but it is out of my power to prepare a paragraph in relation to the House in time for Your Message. Will try and furnish you with some statistics.
I proposed to the Board last night, to request of the Legislature a Committee on (Samtay?) matters. They will do so. And through that Committee we can operate no doubt. They, if appointed, will investigate the doings of the Commission.
I am applied to every 10 minutes by some body wanting something, Soldiers & women after passes on Roads, and relief, etc etc etc till I begin to despair of ever getting any sort of a Report prepared. It will of necessity be a slim affair _ I Know. But I can't help it.
              Most truly your friend
                                   I.R. Woods

Have just sent $1000.00 to Nashville for relief of the Soldiers from the Battle.
