                             Dear Sir,
                                          For Some time past the peace & good order of Illinois have been imperilled by indiscreet and improper appointments of Provost Marshals by the Provost Marshall of the District of Missouri at various points in this State. The appointments so made, have caused me very serious annoyance.  In one instance a man from Missouri, Seized at Quincy, a lot of State arms, threatened to arrest my Quarter Master General, - ordered that no dispatches be sent me, and took the arms on board a Steamboat for St. Louis, and only surrendered them when my Quarter Master General took possession of them by armed force.-  I have this day requested Brigadier General Schofield, commanding the District of Missouri, to order the recall of all persons sent into Illinois from Mo. and the revocation of all appointments of Provost Marshals in my state: and that he Join me in

requesting you to appoint Hon D. L. Philips at present U.S. Marshall for the State of this city Provost Marshal for the State of Illinois. Mr. Philips is the bearer of this letter. He will be accompanied by Genl J.W. Singleton, a distinguished citizen of Illinois. You will oblige me by confersing freely and fully with these gentlemen with reference to affairs in this state, as they have my fullest confidence.

             I trust you will appoint Mr. Philips at once as above requested.  He is an able, energetic, but discreet public officer and will do his full duty __
