Lebanon Illinois August 27th 1864
To His Excellency Gov. Richard Yates
There is organized in the North East corner of St. Clair County Ills. a company of Home Guards for the protection of their homes and their neighbors in the adjoining counties against Bushwackers &c. I was appointed a committee this evening to ask your consent to their organization and to enquire of you whether they could go on and elect their officers. They are all Loyal citizens and determined for the Union.
An early answer is requested.
Yours in Haste --
