Sir,
I have the honor to inform you in reply to your letter of the 25th ult. transmitting petition for release of Andrew C. Hawthorn a prisoner of War, at Elmira, that under the rules of the War Department, the case must be held in reserve for the present. Meantime the prisoner will not be sent South for Exchange against his Consent.
