If the Cavalry companies now at Camp Butler are to be organised into a regiment and the officers are to be selected from Civilians permit me to suggest the name of Capt John McConnell of Sangamon Co. as one who i believe is qulified for the office of Lieut Col. of a Regiment; sober, energetic and with pride of Character sufficient to induce him to do well, whatever he undertakes.
