We beg to inform your Excellency, that we have been making for the State of Pa., a number of silk Regimental Flags, intended for active service in suppressing rebellion.
The sample furnished by us was the one adapted by the State, and beautifully combines in one Flag the National and Regimental colors hitherto used as separate standards.
The size of the Flags is 6 ft. 6 in long by 6 ft wide, composed of the stars & stripes the size of the blue is 3 ft square, the arms of the state occupying one fourth of its area painted in the best style of art, and surmounted by thirty four [gilt stars?].
The materials are of the very best quality, & we guarantee that in every respect, they will fill the eye of the most critical taste.
The name & number of each regiment is painted in gold on the center stripe.
We will furnish them with fringe, silk cords & tassels, pike, spear & cover complete for sixty five dollars, the same as contracted with the State of Penna.

P.S. If this business is not appropriate to the Executive Department, a favor will be conferred by sending our communication to the proper bureau. If desired a sample flag can be forwarded by Express for your inspection.
I think the troops had better be properly fed & clothed before being presented with Flags.
If both could be done it would be well.
