Yours of the 27th is received. I see no objection to the Commissioner taking the votes of Ills Volunteers for or against the New Constitution of that State, as directed by the Convention.
No passes are required from these Head Quarters but the times and places of taking such votes must be arranged with the local Commanders and must depend upon the Exigencies of the public service.
