Your letter of the 7th inst to Genl Paine has been received and in his absence, as the representative of Maj Genl Halleck, I have the honor to reply.
Col Cavanaugh was ordered on the 7th inst with the whole force at Shawneetown Ills to proceed without delay to Genl Grants Head Quarters on the Tennessee River. I now, for the first time, learn that the Cavalry Regiment is unarmed. Will you, at once, send it Sabres and Carbines, or Sabres and Pistols, which I understand you have at Springfield.
Your application for the leave of absence for Col Cavanaugh would have been cheerfully granted, but understanding the only object of his visit to Quincy Ills was to receive some artillery which is not
wanted to accompany his Regiment. I think it best, in view of the order he has received not to let him leave his command at present.
