The Secretary of War in his dispatch to me authorizes if deemed proper to accept of you a full Regiment of Infantry - one company of Cavalry and one Company of Artillery with a battery of six guns with the distinct understanding that the several parts may be detached for operating in different fields of action if hereafter deemed necessary by proper authority.
I consent to the above terms proposed by the War Department, but have no authority to give any special time
before Regiment will be requested to move as that is under the control of Gen Freemont.
A camp for the accomodation of the Northern part of the state will be immediately established at Chicago & which it is hoped will be satisfactory to your people.
