Head Quarters of the Lincoln Regiment.
Camp Lyon,
Geneva, Ill., Sept 26 1861.
His Excellency
Governor Yates
Sir
I am in receipt of a letter from Thomas A Scott asst. Sec. of war in which he says:
"All matters relating to the organization subsistence and transportation of troops have been referred to the Governors of the several States in which troops are being raised. Col Wilson will therefore have to apply to the Governor of the state of Illinois etc."
I construe this to embrace the uniforming and equipping of the soldiers. We are now in camp with between 500 & 600 men and within ten days shall be very nearly full. Cold weather is rapidly approaching and many of the men need overcoats as well as uniforms. Will you do me the favor to inform me how soon we can be furnished. We have a portion of our tents and are expecting the
balance in a day or two.
Our acceptance embraced a regiment of infantry with a company of Cavalry attached. Our Co. of Cavalry is full & in camp. What provision is to be made for the horses and equipments?
Allow me to beg of you that our uniforms may be furnished at the earliest possible moment. Please inform me as to the extent of your authority in relation to the equipping the regiment, can we obtain what we need in Chicago?
Very Respectfully
Your Obt. Servant
Isaac G. Wilson
Acting Colonel
Lincoln Regt.
P.S. Has our number been assigned?
Answer that Gov understands from me that his Regiment is now provided for with uniforms. Gov has no authority to provide Cavalry [horses?]. He intends while at Washington where he now is to get authority to do so
