Not having the opportunity to see you personally in regard to the request contained in the [illegible] letter, I desire to say by this that I can bear my personal testimony to the merits of the applicant - that he deserves, and needs the birth for which he applies, and that if consistent with the performance of your public duties you can lend him any assistance, it will be gratefully remembered by him
