Hon Simon Cameron Secr at War
Sir: I have the honor to inform you that my first regiment of Sharpshooters is now full. These companies have been sent forward temporarily for Picket Duty by order of Major General McClennan the remaining companies will be forwarded with Lieut. Col in a few days. I have been ordered to remain in camp to organize my second regiment which I have good reason to believe will be full in two weeks, from this date. So great is the desire on the part of the good rifle shots throughout the loyal States to join the service, provided they can be attached to my Corps, & so unwilling are they to enlist in any other
I am compelled from sense of duty – (notwithstanding my desire to go forward with my men at once) to ask that I may be ordered to muster all that I can yet during the next ninety days, who may be found on examination to be fully up to the requirements I have adopted for my Corps – to organize them into regiments and report to Major General McClennan when they are ready for the field.

I am in receipt of your communication of the 28th ultimo and cheerfully grant your application to be allowed to muster & organize into companies and regiments all the men that you can obtain during the next ninety days, & who, on examination, may be found to be equal to the requirements you have adopted for your Corps.
