Indianapolis Ind. Sep. 30th 1861.
His Excellency Gov. Yates,
Sir,
Having understood that a Rejiment in your State is without a commanding offiicer, I take this opportunity of applying for the situation.
Served five years in the Regular Army - from 1853 to 1858 - as 1st Sergeant, 1st Lieutenant, and finally Capt. of Lt. Art.
Since this war began have enlisted eleven Companies (1650 men) of Light Artillery. Took command of the first Company as Captain. Resigned that command in order to accept from the War Department, authority to enlist and organize a Rejiment of Light Artillery. Have enlisted and organized the Rejiment, and taken it to Gen Fremont.
Have passed an xamination before a board of West Point Officers at St. Louis, and been recommended by them to the same position I had already been elected to - Col of Light Artilly. Acting Brig. Gen. Tatter was chief examiner, and I refer you to him. But Gen. Fremont has finally concluded not to entertain any
rejimental organization - as such, but wishes each Battery to be an independent command, and at all times ready for detatched service. While therefore he accepts the companies, he has no use for an Ast. Col.
