Circuit Clerk and Recorder's Office,

Rockford, Winnebago Co., Ills., Oct 2d, 1861

His Excellency Richd Yates

Governor of Illinois

My Dear Sir

Permit me to write you in behalf of my neighbor and friend Mr. Fredk A. Horsman of this City who desires the appointment of Quartermaster in some regiment where you can bestow it. He is not particular as to the regiment or its location and will go where you choose to send him

Mr. H is a thorough himself man - a merchant here in connection with his Elder brother Chas. Horsman Esq a prominent & well known citizen of Northern Illinois.

Mr. F A H has shown his patriotism by sending his two eldest sons to the U. S. Army. He is an intelligent gentleman of rare activity & skill - trusty, prompt & energetic. Admirably qualified for the station which his friends desire for him. Winnebago has already turned out about 1200 volunteer soldiers to the war and has many more almost ready to leave for Camp. But one Quartermaster - Mr. Spaulding - has been appointed from this County

Mr. Horsman can get plenty of backers

and I will regard his appointment as a personal favor to myself.

Please answer as to the prospect of Mr. H's appointment - at your earliest convenience - and

Much Oblige

Yours as Ever

Anson S. Miller.

To His Excellency the Governor of Illinois:

I have for many years well known Mr. Frederick A. Horsman, above named, and fully and cordially concur in the above estimate of his qualifications, and feel assured that such an appointment would be well for the service.

Rockford, Oct. 2. 1861.

William Hulin
