To Adjutant General Mather
The bearer of this, Mr. William James, is an applicant for the appointment of Drill Master, either at Camp Butler, or some other camp in the State. I take great pleasure in recommending him for the position - knowing him to be perfectly competent to fill the same. He was Orderly Sargeant in my company in the three months service, and was recently offered by Col. Morgan the position of Sargeant Major in the 10th Regiment, which he was compelled to decline on account of ill health. He is willing and anxious to be examined as to his qualifications for the post.
