To His Excellency the Governor of Illinois.
The undersigned having been in Official connexion with Captain William Hemstreet, Aid-de-Camp to Brig. Gen. Prentiss, 1st Brigade, Illinois Infantry, from the commencement of the war, cheerfully recommend him as an Instructor of Infantry and Drill Officer, and strongly certify to his capabilities as such.
