Anna, Ill. Oct. 16. 1861

Dear Governor,

Permit me to say, that there is a deal of uneasiness amongst our Union people here caused by persons from Mo. opening recruiting offices pretendedly to fill up Companies in our regiments at Cape Girardeau and elswhere. I have Strong grounds for believing that most of these men are traitors, and that they are making up recruits for the rebel Service; and getting information which may annoy us in the future. I Suggest, that no man or Officer, unless well known, ought be allowed to enlist a man in this region unless authorized by you to do so.

Men have been here and across the State to the Wabash, whose conduct has been most suspicious. The pretended Union feeling exhibited, it is feared, is only a delusion, and that at last the K's, G. C. will make much trouble. They are all about here.
