Dear Sir,
I am well acquainted with Saml F. Miller Esqr & have been for a number of years. He is a gentleman of great personal worth and high attainments practically & scientifically, in his profession of Civil Engineer.
He desires authority to organize a Regiment or Battalion of Engineers & Mechanics for the military service and I do most cordially recommend him to your Excellency as eminently fitted for that service.
