Enclosed please find letters relating to the case of William Seely of 104th Reg't Ills Vols. in hospital at Nashville.
Please have him Examined without delay and discharged if found a proper Subject and return the enclosure with endorsement of result of Examination.

The Soldier alluded to within was examined two (2) day's since by a "Board" and was pronounced to be a fit person to be transferred into the V. R. C. having come under the requirements of G. Orders A. G. D. No 212, 1862.
At present he can only be discharged by order of the Hon. Secretary of War.
