Sir: Dwight Preston of Co "F" 39th Ills Vols. who was formerly confined in your hopital and is now at home on sick furlough wrote to me (through his attending Physician) in Aug. last to have him transfered to a hospital in Illinois I advised him to forward to you Affidavits and certificate of his Physician, showing his inability to travel &c and a transfer would be granted. He has recently informed me that a compliance with the above directions failed
to elicit your attentention
Will you please look up the papers and if consistent with regulations have him transfered to Hospital at Chicago or some other point in this State. where he will be nearer friends & home. and inform me of action taken. and oblige

Respectfully returned to His Excellency Gov. Yates with the information that an existing order of the War Department prohibits the transfer of men, while absent on furloughs. They must return to the Hospital from which the furlough was granted, (or furnish the certificate of their attending physician of their inability to travel, sworn to in the presence of a magistrate, & return as soon as sufficiently recovered.)
