Rushville Ill. Nov. 4th 1861
Hon. Richard Yates
Sir Capt. D. P. Wells, of 16th regiment Ill. Vol. proposes to raise a regiment of volunteers from the counties of Schuyler, McDonough & other surrounding counties, and has assurances that he can succeed in that object in a short time. From a long acquaintance with Capt. [Wells?] I can speak confidently of his character as a gentleman of integrity, intelligence & honour: and his experience in Col. Smith's regiment and his high standing therein testify his capacity for the command of a regiment and give assurance that such a position would be sustained alike with advantage to the country & honour to himself. The requisite authority given him to raise a regiment would, I have no doubt, be highly beneficial to the interests of the country in this time of need of soldiers.
