Wilson, the twenty-eighth president (1913-1921), moved forward with an ambitious, progressive legislative agenda that included the creation of a Federal Trade Commission, the Federal Reserve Act, the Federal Farm Loan Act, an income tax, and implemented antitrust legislation and child labor reforms. His second term was marked by U.S. entry into the First World War.
