Dear Sir:
Sometime since, I signed a document addressed to the Governor, recommending Mr. F.A. Horsman of this place as a suitable person for a military appointment therein named - Quarter Master, I think. I did so, because our Co. of Winnebago has been very modest in these matters. Of course I was aware of the pressure upon the Governor, and well understood that the person I recommended must take his chances amongst a host of competitors.
I now take the liberty to
address you upon the subject, and to enquire if the chances of the above named candidate – or perhaps I might say his county represented in his person – are worth considering, and, if so, whether it would be proper to ask you to say a word in his behalf if I state that he is worthy and well qualified in all respects for the position.
I am aware that one occupying your position in times like these is overwhelmed with correspondence relating to matters outside the sphere of official duties, and trust that you will pardon me if I take too great a liberty. I am impelled to write by considerations
of duty to a friend and neighbor.
