Dear Sir Capt Mumford of the 5th Cavalry has ascertained that he is the man who ought to be 3rd Maj. Of that Regt. I only know of him that he is regarded in his own locality as a man of some worth. My knowledge of him is too recent however to justify me in urging him to your favor Were it not that he is endorsed by Mr Dubois. Who assures me in this behalf that Mumford is worthy & his
politics always excepted. Having said so much & having no claims upon you, candor requires that I should State what interest I have in his appointment. Mumford agrees that if he can secure this place thro my friends & others he will go into the Wabash Country, where he has much influence & recruit two companies for my Regt, however my anxiety on the subject.
If you are satisfied that his will be a fit & proper appointment & it does not conflict in any way with your own views I shall be glad if he secures the appointment
