Dear Sir.
The Quarter Master General of this State has added to the Ordnance buildings of the State so as to be able to repair arms and accoutrements, and prepare ammunition for all uses of the Army, and has had a large force engaged in repairing and cleaning arms and accoutrements & preparing ammunition. We have supplied large orders from Gen. Fremont as we believe on as good terms as any manufactory in the US. This will appear to you by our vouchers sent and now immediatily to be sent to the Ordinance Department and the subject
will be presented to you more in detail by the late Governor of the State & present Quarter Master Gen. Wood.
The State not being in a condition to continue the business, I respectfully recommend that you appoint a competent man to take charge of the establishment. The head of that establishment at this time is Wm l Duff, who has the praise of all men, who have seen the establishments supposed to be acquainted with the work, such as Gel Hunter & others, as the very best man who could be put at the head of it. I believe than an inspection by any officer you might appoint would prove him to be the man and I sincerely hope you will continue the establishment & appoint Mr Duff at the head of it
