Sir.
William Sands of this City wishes to re-enter the public service. He was lately a Captain of Ill. Vols. in the three months service. His patriotism has made him obnoxious to some of the quasi traitors in this City who would frustrate, or try to frustrate, any effort he might make to raise a command. He is a true and tried man and capable of rendering valuable service to his government. He would make a good Captain of Light Artillery. If you would assign to me such a company with him as Captain, and such other officers as you might think proper, you would not only benefit the public service but personally oblige both Mr Sands and myself.
