Dear Sir,
As my personal relations with you and your subordinates in the State Department have thus far been of the most friendly character, I regret that our official differences, As representatives of the Federal and State Governments respectively, should have given rise to a newspaper discussion. I knew nothing of it until I saw last evening a newspaper Slip sent to me from Springfield. Whatever I have done has been from a sense of duty to the General Government and I have no doubt that you have been actuated by equally honorable motives.
