Sentinel Office,
Pontiac, Ill.,
December 24, 1861.
His Excellency, Gov. Yates:
Sir: U.L. Payne, a gentleman who served throughout the Mexican war as Captain of a Company under General Lane, desires to raise a company in Livingston County for the war. Although our County is well drained of men, still I am satisfied that such confidence is reposed in Capt. Payne's fighting qualities and good military judgment that if you confer proper authority on him to raise a Company, he will be able to do it, and in short order. If you conclude to authorize him, he would like to be
it, if the governor can consistently with his own judgement give him the proper authority to raise a company, he will be doing the Country a benefit,
