Sir Your telegram informing me that you had declined to send some recruits to fill up two artillery companies, here, is rec'd.
This information does not altogether surprise me, although it contradicts expectations induced by your personal representations to me when, lately, at Springfield.
The decision being inconsistent with unofficial information purporting to come from Gov. Yates, through Mr Jaques, I suppose it to be yours rather
than his.
You will perhaps, have learned ere this that your regimental organizations of Artillery will not be received by the Secretary of War.
Even if they should be, you can scarcely fail knowing that they would soon be dispersed among other organizations; and if so: why not anticipate such a result by assigning the fractional organizations, so as to make them immediately useful?
This question is asked argumentatively; and not with the intention of inviting a review of your decision.
