Your letter bearing date November 29th 1861 has been received. In reply I have the honor to say that the State of Illinois will assume and pay the amount of direct tax apportioned to that State by the existing law, and will I entertain no doubt assume and pay any additional tax that may be levied and apportioned against her. I herewith transmit a formal paper executed by all the officers of State assuming for the State the payment of the tax levied and apportioned against her by the existing law. Yours Respectfully
