Sir,
Permit me to introduce to you my friend James W. Davis, who is now on his way to Springfield, Ills. Capt Davis has served as a Cavalry Officer in the Regular Army for twelve of fifteen years. Some time last fall at the invitation of Governor Yates, he came out West, for the purpose of drilling the Cavalry Forces of that State. He has been with me the largest portion of this time, and I do not hesitate to say that he is a most accomplished and efficient officer.
He would be of great service to any regiment to which he might be attached. Before this war broke out, Capt Davis resigned his commission in the army, and was living in Philadelphia. He now desires some position in the Western Service suitable to his eminent merit. I write to you requesting that you would so much favor me, as to write
a letter reccommending Capt Davis to Governor Yates. By so doing you will greatly oblige very respectfully your Obt servant

On the within statement of Lieut. Col. Hogg I do not hesitate to recommend the appointment of Capt. J. W. Davis for a position in one of the regiments in our State. I find that a little experience in Military matters if of vast importance in the service and wherever a regiment has one of more officers of this class it tells much to the interest of Government.
