Dear Sir,

I have to thank you for a copy of your report to the Convention in regard to supplies to the troops of Illinois.

If the troops are well supplied all the minor questions are of little comparative importance. But I find that we have a very great stock on hand, and I regret to hear reports that the Philadelphia contractors have justified my anticipations and have sent to Springfield, clothing which had to be condemned, if so, these contacts ought to be at once annulled.
