I have the honor to transmit you herewith a copy of an Ordinance passed by the Constitutional Convention February 18th 1862.

An ordinance for the relief of the Illinois Volunteers.
Be it ordained by the people of the State of Illinois represented and assembled in Constitutional Convention, - That the sum of five hundred thousand dollars or so much thereof as may be necessary, be and the same is hereby appropriated out of the treasury of the State of Illinois, for the exclusive purpose of releiving the wants and sufferings of the brave sons of Illinois, who have been, or may be, wounded in the battles fought by them and their brothers in defence of the Union and the Constitution.
Be it further ordained by the authority aforesaid -- That the Governor Auditor and Treasurer of this State be, and they are hereby authorized immediately to issue the bonds of this State of such denominations as they may deem proper, bearing interest at the rate of ten per centum per annum, and redeemable at the pleasure of the State, for the purpose of paying the sum herein before appropriated.
Be it further ordained by the authority aforesaid - That the Goveror, Auditor, and Treasurer
of this State together with the members of the Finance Committee of this Convention are hereby constituted a commission for the purpose of disbursing and expending the funds hereby appropriated, and the said Commission is hereby required to report their acts in this behalf to the next General Assembly of this State.
