Hon. Sir I saw in Some of the News papers some time since that Congress had passed an Act to Commission one or more persons from each State (and I thought by the Governor) to canvass all the Regiment from Such State in the field and to know what part if any of each Man's Wages he desired to remit to his family or friends and that such Commissioner should take such part of each Man's monthly Wages as he should designate of the Paymaster and convey the same to such familys or friends. But it was understood that Such Commissioner
was not to have any pay from Government
Now as I have not heard that any one has been appointed or commissioned from this State and that many of our Soldiers are spending their Money for what is far worse than nothing (Liquor) I thought it would be a kindness to them and their friends to offer My servises to you for your consideration
And I thought that I ought to have for my servises My traveling expences and as much wages as a common Soldier while at work.
Now Sir I have no great recommendations to offer for myself I am a farmer by trade and own 133 acres of land in this township and was Elected Assessor of our town last year
Now Sir if you have no better man you I shall be at your command to the best of My ability
Respectfully Yours

The appointment is made by the President Judge Thomas who has been appointed as one of the 3 says they are not allowed pay at all from the Govt or soldiers [this will cure his patriotism - crossed out]
